A 2009 Mac Pro tower, if that's what you have, requires Leopard 10.5.6 or Snow Leopard. It will not work, otherwise. The new HDD must be correctly partitioned using GUID and formatted using Mac OS Extended (journaled). If the new drive came with NTFS pre-formatted then changing that to a Mac OS format is complicated by having to first format the drive to MSDOS (FAT32) first.

First - From what I've read about this in the Mac forums, you need an aluminum Mac keyboard connected to your iMac. The knowledge base articles about TDM do not mention this but a number of users have. (I've found that most help advice which Apple provides assumes a "default" hardware and software setup.)

 

Second - This is from another thread (if both Macs have thunderbolt ports, substitute thunderbolt cable for MDP cable):

 

Connect a Mini DisplayPort cable to the ports on each computer.

Boot primary computer (MBA).

Boot target computer (iMac).

Press ⌘-F2 on the keyboard of the external display computer.

 

The boot order is important - boot the target computer first and Target Mode won't work. This isn't apparent from the documentation.

If the drive mounts on the Mac Pro and not the new iMac then yeah it's likely a problem with the new iMac. Only thing I can think of to try is resetting the SMC 2-3 times and if that does not work return the new iMac for an exchange. I'm assuming you bought it directly from Apple within the past 14 days. If you did not then ask your reseller if they will exchange it.

 

If they will not then call AppleCare (you have 90 days of complimentary Phone Support) and tell them what you have tried and see if they have any ideas.

So a bit of an update.

 

Plugged everything in and turns out it works as hoped so happy days. Setup as follows for anyone interested:

 

- iMac 27 (Mid-2011) connected to Mac Mini (Late-2012) via thunderbolt cable (in TDM) and Samsung 32” monitor connected to the Mini via HDMI. Also have VirtualKVM running on startup on the iMac so once everything is powered up the iMac automatically switches to TDM.

Apple LED Cinema Display

DisplayPort or mini DisplayPort displays

DisplayPort or mini DisplayPort adapters, such as Mini DisplayPort to HDMI or Mini DisplayPort to VGA adapters"

 

A USB-C to Mini DisplayPort adapter should work with your cable, but would cost about as much as the cable I listed.

Be sure the adapter mentions the MacBook Pro.

 

I don't have the hardware to test it, so try to buy from a place that accepts returns.

The 4K iMac doesn't support Target Display Mode. The 4K iMac is using the custom timing controller from the 5K iMac to drive the display at its full resolution at 60Hz. The 4K iMac can drive a single 3840×2160 screen over a DisplayPort cable, but it can't drive a second display at the same resolution as the internal display. This is the reason for the 4K iMac  doesn't Target Display Mode, since no current Mac could drive it at its native resolution at 60Hz over a single cable.

You may have to adjust the brightness on the target iMac before your switch to target mode. I don't know. I have no way to test it. I take it the brightness keys on the target iMac don't work?
