As you say you cannot change the VPN ports for Apple's VPN server. Since you also cannot change the VPN client ports even if you could change the server ports there would be no point.
L2TP VPN uses specific ports so that the client and server match up.
If you cannot reconfigure your network to allow the required ports through then your only other option is to look at implementing a different type of VPN - you would need instead to setup an SSL type VPN server. An SSL VPN would most commonly use port 443 but could be changed to an alternative port.
Your problem then is getting and setting up an SSL VPN server, Apple's VPN server only does L2TP.
This SoftEther VPN Open Source - SoftEther VPN Project might be an option for a free VPN Server which supports SSL VPNs. I have not used it.

Because if they are amazingly cheap, it is because they are amazingly fake. It is a known scam. It may mount somewhere and even look like its supposed capacity but trying to copy more than a minimal amount of data onto it will fail because they use reject undersize chips and alter the way it reports its capacity to your OS.
