they do this so random people don't pair their phone with random cars for a laugh

well, I shut down and restarted the computer. It was a mess until I again shut bluetooth off. when I turned it back on, it responded to the JBL.
so now it's working again. problem solved

Whilst some users have reported success with pairing Apple Watch with certain car Bluetooth systems, Apple advises that iPhone, iPad and iPod touch are the only devices that are designed for use with car audio systems.
Apple Watch can be paired with compatible Bluetooth headphones and Bluetooth speakers, but it is not designed to be paired with car audio systems:
- Use Bluetooth accessories with Apple Watch - Apple Support
- Listen to music on your Apple Watch - Apple Support
