I doubt it since TM has a special way of saving backups. If you want a second backup get another external hard drive and backup to that. Or use a clone. You can use a cloning software like SuperDuper! or CarbonCopy Cloner.
The advantage of the clone is that you can boot into and use the system. So, if your hard drive fails you can just boot from the backup and keep on working until you have the time to repair or replace the internal drive. You can also drag and drop files with the clone because it is the identical file structure on your primary drive.
The advantage of TM is that it creates recursive backups, so you can restore a file or the entire drive from a certain point in time.

I believe that it only uses WiFi for iCloud backup.
If you are concerned about cellular data usage, go to Settings > Cellular > CELLULAR DATA. Then scroll down to see the apps that are using your cellular data.
You might scroll all the way to the bottom and select Reset Statistics and then monitor it going forward. In that way you'll have a fixed starting point and it will be easier to monitor. I reset mine monthly to coincide with the billing period.

I would use "File > Export > Export unmodified originals" to write the image files and videos to a folder on an external drive. Use a drive with a filesystem that can be read by a Mac and a PC. When exporting the files use a subfolder scheme "Moment Name": This will put the photos into folders named like the moment with a date and a location.
I would export the photo a second time with "File > Export > Export ... photos" to save the edited versions as well. To export only edited files you can create a smart album with the rule "Photo is edited" and select the photos for exporting in this smart album.
I would also save a copy of the complete Photos Library, but you cannot save a Photos Library on a drive, that is not formatted MacOS Extended (Journaled) or APFS, so you would need a second drive for the library.

Hi there,
You do in fact have to change your phone # in WhatsApp prior to restore.
This happened to me.
I restored trying two different types of devices but WhatsApp didn't transfer over.
I went back to former device, updated my phone # in WhatsApp there, backed up old device with updated phone # in Whatsapp, then began the process again.
My info restored with no problems then.
I was able to find out what I needed to do on WhatsApp's website.

If your photos are all in iCloud, you can create a new, empty library and enable it as the system photo library and then your iCloud Photo Library.
when you launch Photos while holding down the options key until you are seeing the Library Chooser dialog, you can click the "Create New" button. Then select your pictures folder as the destination for the library.
In the Photos > Preferences > General click "Use as System Photo Library". In the Photos > Preferences > iCloud selct "iCloud Photo Library". Now wait for your Photos to download from iCloud.
