Conversions depends on suitable platform, mac support emlx and mbox and windows outlook support pst. You if you using apple mac with apple mail then you need following conversions
Convert mbox to pst
Convert emlx to pst
Both software are available online. There are multiple vendors available which is offering same conversion. You need to find out right solution for you. As I checked few free tools and found this free app that is convert emlx to outlook pst free of cost. Try from here https://www.mailvare.com/free-eml-to-pst-converter/
EMLX files are sometimes called Apple Mail Email files because they're typically created with Apple's Mail program for macOS. To open EMLX files you can also use notepad++ or any text editor hope it will work for you

As an experiment, I copied both our iTunes libraries from the PC to an external drive. Then I attached the external drive to our Macbook Air and copied both libraries into the Mac's music directory. I then started iTunes while holding down the option key, and both iTunes libraries appeared as choices. I was able to start and use both libraries this way from the same user and folder. I discovered to my delight that this organization works exactly as it does in Windows 10.

It's my understanding that you're wanting to sync music from iTunes to your iPhone and iPad Air 2, but are having difficulty doing so on your PC running Windows Vista. Keeping your music synced across all of your devices is super important, so I can understand why you would reach out for help with this. I'm happy to assist you.
With Windows Vista, you're more than likely not running a version of iTunes newer than 12.1.3. That version of iTunes doesn't support syncing to your devices running iOS 11.2.2. It's basically all just an incompatibility issue you're facing. With that being said, you would only have a few options for getting that music on your iOS devices. The first option would be to update your computer to Windows 7 or newer if your PC meets the system requirnments. Once your PC is upgraded, you would then be able to update to the latest version of iTunes (12.7.2) and sync your music successfully.
Another option would be to transfer your iTunes Library to a friend or family members computer that is running an updated version of iTunes, and then sync your iPhone and iPad using that computer. Transferring your library is a fairly simple process and can be done on either a Mac or a Windows computer. The last option would be to use Apple Music on your devices. This technically isn't going to sync the library that is currently in iTunes on your Windows Vista computer, however, you can locate those albums/songs in Apple Music and then stream it on both of your iOS devices. Apple Music isn't guaranteed to have every single album/song in your iTunes Library available, but there's a good chance you'll find plenty of music to listen to out of the 40 million songs Apple Music has. For my part, my iMac running El Capitan is working great and as such I intend to leave well alone for as many years as possible. It's just unfortunate that in doing so I'll be on my own from this coming autumn.
It is possible to live on an older release if you
- Be careful of what software you download and install (reliable trusted sources)
- Use a 3rd party web browser that is updated with the latest fixes. They will eventually stop supporting your platform, but you can get more years out of it (for example, you can still get Firefox ESR for Snow Leopard 10.6 (or at least until April 2018). It is the web browser that is the most likely vector for attacks as it allows 3rd party javascript to run on your computer.
- I would say be careful of what web sites you browse, but since many banner Ads include Javascript, and most web sites use an advertising agency to get their Ads, even a big time web site can get a bad actor Ad served on one of their web pages.
- Do NOT fall for phishing email and browser popups.
- web browsers and email cannot see into your computer to detect a virus, so do not call the 1-800 number or "Click Here".
- it is unlikely you made that purchase the email says has a problem, so do not "Click Here" or call the 1-800 number.
- Make sure you have good passwords. Longer and easier to remember is better than short and complicated. Length matters when someone is trying to brute force a password. <GRC's | Password Haystacks: How Well Hidden is Your Needle? >
- Do not reuse passwords for any website, computer system, etc... where there is any value and/or they have your credit card/personal information.
- Use a password manager (1Password and LastPass are 2 well respected password managers)
There is most likely other good advices for living on an old operating system, but those should get you started.

No, iTunes does not need QuickTime. That, and the last release of QuickTime for Windows has a severe security flaw in it. All users were cautioned to uninstall it. Apple has stated there will be no more updates for the Windows version of QuickTime because newer Windows versions (such as Windows 10) already have the necessary components to support what QuickTime did. It's mentioned here.

You can do what ever you choose to do but while It is possible that someone here would also use iCLoud for Windows but everyone in the iCloud for Windows forum does use iCloud for windows so that is by far the best place to post iCloud for Windows questions
