Just to add to this, I got the problem resolved for the user reporting the problem at my company.

 

Exchange 2010 has a hard limit of 10 ActiveSync partnerships. If you attempt to add more, they won't work. This isn't a problem for most, but for people with multiple devices and people who frequently upgrade / replace their devices, this is an issue, as it proved to be in this case.

 

Deleting an account from a device does NOT delete the partnership on the Exchange Server. The Exchange Administrator needs to go to your account on the server under Manage Mobile Phone and remove the partnership for any device(s) you're no longer using. Note that the Outlook app counts as a separate device, so if you were to set up both mail.app and Outlook.app, that counts as 2 partnerships, even though they are on the same device.

 

Hopefully, this will help point someone in the right direction.

Advanced settings ARE NOT available in System Preferences > Accounts (or Mail > Accounts which goes to the same place).

Advances settings ARE available in Mail > Preferences > Accounts.

 

Not sure why there are settings in two places...

Well, somehow it is now magically working!  I do notice in the Phone app, on the Contacts tab, if I click on “Groups” link in upper left, it now lists both “All iCloud” and “Outlook” (under the heading iCloud) and both are checked.  I do not recall seeing Outlook listed as a group before.  Ahhh, the magic of time

 

I’m just sooo glad to be rid of Apples Mail under 11.0.3, it’s terrible with Exchange accounts.  And sadly, Apple never even acknowledges the hundreds of users in one post alone complaining of slow Mail ever since iOS 11 was released.  Why don’t they have the professional courtesy to at least own up to the bug and give us an update?  Instead, they bury their heads in the sand
