Why am I being asked to set up my computer, make an account?

I just installed a new bigger internal WD Black drive and installed a clean El Capitan on it. Installation went well and transferring settings from my other internal drive, when asked, finished. Now after putting in my Apple ID am I being asked to set up my computer, make an account. My Mac Pro has run flawless for years and a I had a computer account for a long time.

The new 2 TB WD Black shows up on my desktop and has all the applications I transferred when I was asked.

I am able to start up on my other internal (3) drives but trying to start up on the new drive I can't get past the "Set up your Mac, make a computer account". Of course I will not set up and make a computer account.

An Apple Chat ended with "We do not have the resources"!

I need this new drive, please help!

having to sign into your own, only computer after you have to go to the bathroom

You can turn that one off in system Preferences > privacy.

Or you can change the time so that if you are quick, you won't need to sign in again.
