Photos 3.0 on High Sierra keeps opening with the "What's New" Page, even though I've been through the tutorial

I am running Photos 3.0 on High Sierra 10.13.2 on  a MacBook Pro 13" late 2013.

Every time I open Photos it starts with the "What's New" screen.  Once you click Get Started it's fine, it just shouldn't be opening with this screen all the time.

I have been through the tutorial several times to check it's not waiting for that.

I put the  com.apple.Photos.plist file from my Users/User/Library/Preferences/ in the Trash then re-started Photos, without any change in behaviour.

This has not changed through several security updates of the OS now.

Any ideas?

Is your Photo library set as the system library (Photos preferences ==> general) set as the system library (if it is the shown path will be correct and the button to set as system library will be dimmed)

 

Where is your  Photos library located (if on an external drive does it meet these requirements (Where is it safe to store a Photos Library? Requirements for the external drive)
