My Mac mini won't restart because Safari won't quit.

My Mac mini won't restart because Safari won't quit even when I click on the icon and click on "Quit". I get a message saying "Safari interrupted restart."

 

I need to restart in order to update the operating system.

 

What should I do?

 

Should I turn off my Mac mini using the physical power button?
