ipad stuck at the activation process after updating. the apple id's password not working, no access to recovery email and forgot the answers to the security questions.

my mom's ipad updated then got stuck at the activation process, she does know the password to her apple id but it's not working, she has no access to the recovery email and also to the security questions. is there a way to get through this? if i reformat, will it work? help help help thanks in advance!!!
