Can you make email notifications work more like alarms?

My company has field technicians that are all equipped with iPhone 5Cs currently running iOS 9.2.1. My company has an around the clock alarm system, and the system is capable of sending these alarms as emails. Our network operation center is doing away with 24/7 manned operation, so these alarms will have to go straight to the technicians at their homes on their phones. These email notifications will have to be loud and proud enough to wake up our field techs at any hour of the night.

My question is: Is there any way you can make email notifications ring like an alarm you have to disregard/acknowledge, like an alarm clock function?

I was toying around with the VIP Alert settings in the Mail app, but it doesn't appear to me that you can set up such a function, at least not while the phone is locked.

Is there a separate app I can download that will help me with this functionality? Is there anyway I can do this within the settings of the iPhone? Any information you give me will be much appreciated.

I used to use ifttt.com to create alerts for emails from particular people. It worked quite well. I don't know if the TOU allow for commercial use, though. They now have an iOS app called "IF".
