iCloud and local mail are not integrated: Junk as not junk

Is there a way to get iCloud and Apple Mail to coordinate other than turning iCloud filtering off?

I have mail in my junk folder that shouldn't be there, typical problem. Example below.

Specifically, I select the message already in Junk and the only Messages > Mark option is "Mark as Junk", while the men bar icon is thumbs down. The meaning of marking as junk an item in the junk folder is anyone's guess.

I suspect iCloud and Apple Mail on my Mac are not coordinating with each other. For any message in Junk the appropriate icons and menu items should switch polarity: junk-->not junk. Expecting a user to figure out which menu items apply to server or local processing without any visual representation and no immediate recourse will never cut it.

If dragging an email out of junk to inbox is the not-immediately-apparent solution, then this is a "secret side effect," also poor UI design. Why not change junk --> not junk appropriately?

So is there a way to get iCloud and Apple Mail to coordinate?

The meaning is the messages were not junked by the junk filter. If it were, they would be brown and the option would change to "Mark as Not Junk". The thumbs down icon in the menu means that clicking it would mark a message as junk. If you selected an actual message that was marked as junk, that icon would change to a Thumbs Up to mark it as Not Junk.

You can log into the iCloud.com website and select Mail there. I assume everything will be the same as message coloring and options probably the same. If they are different, please indicate the differences (coloring & marking options & mailbox location for the same message).

You also indicated you only use iCloud email, but you have a Gmail account listed. Do you have problems with it also?

You should also verify that you have no rules moving messages to the Junk folder in Mail or at the iCloud.com website.
