Install El Capitan on Early 2009 Mac mini

I am trying to install El Capitan from a bootable USB and I and getting the circle with a line through it symbol. I have tried Yosemite as well. I have upgraded to 4gb of ram and a Sandisk 128 ssd so I do not have a recovery partition. I have tried installing via snow leopard disk with luck as well. Any ideas I had windows 10 on the SSD before and it reaches BSOD.

What does the kernel error say?

A photo of the screen that is readable here would be nice.

Maybe bad memory.

Just what specific memory did you install? Macs are picky about memory

Try reinstalling the original memory
