Can't launch new apps; Ok after a reboot

For a while now, probably since iOS 9.3, I can get into a situation where I can't start new apps. Symptom is that the app closes immediately after clicking it on the home screen. Once I am in this situation I can reopen apps that are still in memory. I can also start Apple Apps. However, non-Apple apps that are no longer in memory can't be started. It can happen on both my iPhone 6S Plus and on the iPad Pro, independently.

After a reboot everything is fine, until it happens again a few days later.

The console in xCode shows these lines when an for example the app "Net Status" fails to start:

Probably line one is the problem, and all the other error messages are just follow-up errors. The iPad Pro has been set-up from scratch just a few weeks ago. All apps have been downloaded directly to the iPad (not through iTunes on the Mac). Therefore I don't expect problems with old certificates to happen on this machine.

Does anyone else see this problem?

I would almost want to tell you to

Backup to iTunes

Do a full restore as NEW from iTunes

See if the issue persists - if it resolves - restore the backup

If the issue returns then it is something in the backup content causing it
